Scoping a National Cultural Data Observatory

This report sets out the case for a National Cultural Data Observatory (NCDO): a shared evidence infrastructure to strengthen data, insight and decision-making across the UK’s creative, cultural and heritage sectors. Drawing on consultation, research and prototype development, it proposes a more coherent approach to generating, connecting and governing cultural data, improving understanding of participation, infrastructure, investment and outcomes. It also shows how shared data infrastructure can support devolution, place-based growth and stronger policymaking at local, regional and national levels, positioning the NCDO as a key piece of new cultural policy making infrastructure.

Building a National Cultural Data Observatory with Combined Authorities in England

This evidence report summarises insights from a national policy roundtable convened with Combined Authorities across England to inform the development of a National Cultural Data Observatory (NCDO). It explores how shared cultural data infrastructure could strengthen evidence-based decision-making, support accountability within England’s devolved governance framework, and improve understanding of culture’s social, economic and civic impacts. Drawing on the experience of regional leaders, the report identifies priorities for data integration, collaboration and governance, and sets out practical next steps for piloting a more connected cultural evidence system.
